What is the EU PPWR, and what does it mean for plastic packaging exporters?
Short answer
The Packaging and Packaging Waste Regulation (PPWR) replaces the EU packaging directive with rules that apply directly in every member state: packaging has to be recyclable, plastic packaging needs minimum recycled content from 2030, and unnecessary packaging is restricted. It entered into force in February 2025 and applies from August 2026, including to packaging made outside the EU.

What changes for plastic packaging
- Recyclability: packaging placed on the EU market must be designed for recycling.
- Recycled content: minimum shares of recycled plastic in plastic packaging from 2030, higher from 2040. Recycled content from outside the EU must meet equivalent standards (the "mirror clause").
- Restrictions: some single-use plastic formats are restricted from 2030, including packaging for small quantities of fresh fruit and vegetables, with exemptions where packaging is needed to prevent losses.
- Labelling and documentation: harmonised labels and a declaration of conformity.
What to prepare
Documented recycled content (EN 15343), recyclable mono-material PET designs and the paperwork your EU customer will ask for. AVI's team follows the implementing rules as they are published.
